Hurricane Katrina was one of the five deadliest and most destructive hurricanes in American history. At least 1,833 fatalities were resulted, and totaled $185 billion in damage.

An estimated 400,00 Gulf Coast residents were displaced, causing them to flee Mississippi and New Orleans. However, after the disaster, more than a third of pre-Katrina residents did not return to New Orleans. Racial and socioeconomic disparities of those returning to the city is observed as well, with the whites and those of higher socioeconomic status possessing a higher likelihood to return to the city.

Shortly after the hurricane, violence and looting soon ensued amongst the residents who remained behind New Orleans. There was a period of chaos and violence, causing thousands of National Guard and federal troops to be mobilized to restore law and order into the region.
